Invitation: The CO2 Performance Ladder for Low-Carbon Procurement in Denmark

The Foundation for Climate Friendly Procurement and Business (SKAO), and the International Institute for Sustainable Development (IISD) kindly invite you to participate in a focus group discussion, in which we will explore the potential to use the CO2 Performance Ladder as a low-carbon procurement tool in Denmark.

Public procurement is a key lever for decarbonization and an essential mechanism through which governments across Europe can reduce their own emissions, in line with national and international climate change commitments. Denmark has committed to reducing greenhouse gas emissions by 70% by 2030 and achieving its net zero goal by 2050. In 2019, public procurement in Denmark was responsible for 12 million tonnes of CO2 equivalent. By using the public procurement process strategically, municipalities as well as regional and national stakeholders can cut emissions and advance the decarbonization of the Danish economy.
What are the goals of the focus group discussion?


We invite you to participate in a 2.5-hour event to:
▪ Learn more about the CO2 Performance Ladder (CO2PL) and how it works in the Netherlands and Belgium
▪ Ask questions to the managers of the tool
▪ Have a practical discussion with other Danish stakeholders about applying this approach to reach climate goals and public procurement objectives
▪ Discuss how the managers of the CO2PL can best support stakeholders in Denmark to pilot the instrument.


The event aims to first familiarize participants with the functioning of the CO2PL as a carbon management system and green public procurement tool. Next, participants will explore how the CO2PL could support the ambitions of their organization in reaching net zero and in developing sustainable infrastructure. Finally, the focus group discussion will help to identify necessary building blocks for piloting the CO2PL in Denmark, such as enabling policies, suitable projects, and relevant stakeholders.
